UK ORL servicing exemption.
This MIN expires 25 April 2026.
Abstract
This Observe supplies info on the MCA coverage almost about Open Reversible Liferafts (ORLs) and the UK certification of such liferafts for over capability use on Class III to VI(A) vessels, in addition to the UK servicing exemption for ORLs. The ORL Exemption is contained throughout the annex to this Observe.
1. Introduction
1.1 This Observe replaces any earlier info for the UK over-capacity allowance and exemption to the annual servicing of Open Reversible Liferafts (ORLs) fitted to Class III to VI(A) home passenger vessels in accordance with the Service provider Transport (Life Saving Home equipment for Passenger Ships of Courses III to VI(A)) Regulation 1999, supplemented by MSN 1676.
1.2 Vessels licensed beneath the Directive 2009/45/EC of the European Parliament and of the Council on security guidelines and requirements for passenger ships (as amended), the Security Code for Passenger Ships working on Categorised Waters (MSN 1823), and the Small Seagoing Passenger Ships Code (MGN 535) ought to adjust to the related provisions for liferafts in these requirements.
2. UK Over Capability Open Reversible Liferafts for Class III to VI(A) Vessels
2.1 Half 4 of Schedule 4 to MSN 1676 units out the permissible technical efficiency requirements for non-SOLAS liferafts, which permits for a liferaft capability which is about 22% above that which might in any other case be required for Excessive Velocity Craft Code (SOLAS Certificated) ORLs compliant with the Council Directive 96/98/EC of 20 December 1996 on Marine Tools as amended (MED).
2.2 ORLs compliant with, and certificated towards, the usual in Half 4 of Schedule 4 to MSN 1676 are to be described as “UK Certificated ORL” and the containers of UK Certificated ORLs are required by the aforementioned MSN and Rules to be marked as NON- SOLAS REVERSIBLE.
2.3 It’s for the explanations defined within the paragraphs above that the contents of this Observe has not been included in MGN 548 however it’s crucial that, apart from the ORL Servicing Exemption described on this Discover, UK vessel operators, masters, brokers and skippers use solely UK Service Stations as described in MGN 548 for the servicing of UK Certificated ORLs.
2.4 On the subject of UK Certificated ORLs, Paragraph 2.11 of Half 4 of Schedule 4 to MSN 1676 states that “no liferaft shall be permitted with carrying capability of lower than 4 or higher than 65 individuals, calculated or decided in accordance with the necessities of paragraph 2.10”. This coverage remains to be extant. The UK doesn’t have in place the statutory means to just accept, nor the flexibility to permit the difficulty of certificates of kind approval to ORLs of higher than 65 individual capability beneath the Service provider Transport (Life-Saving Home equipment for Passenger Ships of Courses III to VI(A)) Rules 1999.
2.5 The MCA is conscious that traditionally some UK Certificates of Kind Approval have been issued for sure manufacturers of UK Certificated ORL of over 65 capability for causes of native operational issues. Since 2009 the MCA has utilized a coverage that no UK Certificated ORLs of higher than 65 individual capability shall be fitted to new or current vessels after 19 July 2009. This coverage stays in place but it surely must be famous that UK certificated ORLs of higher than 65 individuals capability already put in on board UK Class III to VI(A) ships shall be accepted till the liferaft reaches the tip of its serviceable life. Will probably be essential for the operators to make sure that the Certificates of Approval is retained on board every vessel.
2.6 It has been agreed that when the house owners/operators of UK Class III to VI(A) passenger vessels want to interchange any current outsized ORLs of higher than 65 individual capability (as a result of they’ve reached the tip of their serviceable life), they could exchange the liferaft with both an MED Accepted ORL of comparative measurement or a higher amount of UK Certificated (Non-SOLAS) ORLs restricted to 65 individual capability.
2.7 UK Certificated ORLs must be kind permitted by UK Nominated Our bodies.
3. Servicing Exemption for UK Open Reversible Liferafts for Class III to VI(A) Vessels
3.1 The MCA has granted an Exemption to the annual servicing of UK Certificated (Non-SOLAS) ORLs fitted to Class III to VI(A) home passenger vessels. That is proven in ANNEX 1 to this Observe and permits the vessel proprietor/operator to omit the 2nd 12 months, 4th 12 months, sixth 12 months and eighth 12 months annual servicing intervals from the service schedule for UK Certificated ORLs solely.
3.2 The Schedule to the annexed Basic Exemption particularly signifies the actual servicing intervals and take a look at strategies relevant to UK Certificated ORLs fitted on Class III to VI(A) Passenger Ships. The ORL servicing exemption doesn’t apply to MED Certificated ORLs meant to fulfill the necessities of the Excessive Velocity Craft Code or the Service provider Transport (Excessive Velocity Craft) Regulation 2004), nor does it apply to different SOLAS Certificated liferafts fitted to Class III to VI(A) Passenger Ships.
